SECONDARY EDUCATION IN UKRAINE

Public education in Ukraine has a century-old history, closely connected with the history of the Russian people. The creation of the Slavonic alphabet by the monks Kirilo and Mefody in the 9th century fostered the spread of literacy and school education. The main types of school at that time were brotherhood schools and monastery schools. At the end of the 17th and beginning of the 18th centuries elementary schools were established in many populated areas of Left-Bank and Slobodian Ukraine. Elements of reading and writing were also taught by wandering teaching deacons. The spread of education was promoted by the printing of books in Ukraine. There were no schools at all in most villages up to 1860 and only few had elementary schools where reading and writing were taught.

In 1856 67 000 children studied in all various elementary schools in Ukraine. Nearly all the working people's children remained illiterate.

The development of the economy demanded that the standard of elementary education should be raised. At the end of the 1860s two-grade schools were created with a five-year term of study.

At the beginning of the 20th century there existed two forms of education in Ukraine: one for the children of the working people and another for the wealthy layers of the population. For the working people there was no continuity between elementary and secondary schools. Only one fifth of the children of school age attended elementary schools. Pre-school education was in a neglected stage.

In January - April 1919 the government of Ukraine issued decrees on education. They proclaimed the separation of the church from the state and the school from the church.

There were and still there are secondary schools, which were to continue developing as general educational, vocational and politechnic schools with the aim of giving the pupils a sound grounding in the foundations of science, techniques and culture.

In Ukraine there are special secondary schools for children with a talent for music, geography or painting where the giving special subjects are taught together with the general subjects at all secondary schools.

Everything is done to provide instructions in the native language of the pupils.

In 1966-1967 instruction in about 12 % of the general schools in Ukraine was conducted in Russian.
